Snip the body to a vaguely V-shape. Cut flat rectangles of plastic from an orange juice bottle. Rough up the top one side of each diving lip with 220 sand paper. Glue it to it. Shape the bill as you like it. A diamond shaped bill is easier to cast with a fly rod.

Punch a hole in the foam with a leather punch. Push in some barbell eyes.

Poke a hole in the middle of the bill with an ice pick. Use a ruberleg needle to sew in a hook keeper. Use strong thread, micro tubing or rubberleg material.

Snell a hook. Cut some tubing to length. The tubing (as shown) threads onto the snelled hook. Thread the front end of the snell through the diving bill, from the bottom. Divers can be made with a built-in barrel swivel but it does add a bit more work, and fussy precision. Snelled wigglers are fast and easy to make.
